28 U.S.C. § 752 — Law clerks and secretaries

District judges may appoint needed law clerks and secretaries within legal salary limits. A law clerk is exempt from a specified civil-service leave subchapter unless the judge or a local court rule includes the clerk.
District* judges may appoint the law clerks and secretaries they need, subject to any legal limit on the total salaries of those employees. A law clerk appointed under this section is exempt from subchapter I of chapter 63 of title 5 unless the appointing judge or a local court rule specifically includes the clerk.
District* judges may appoint necessary law clerks and secretaries subject to any limitation on the aggregate salaries of such employees which may be imposed by law. A law clerk appointed under this section shall be exempt from the provisions of subchapter I of chapter 63 of title 5, unless specifically included by the appointing judge or by local rule of court.
