This section addresses authorization of appropriations. (a) In general There are authorized to be appropriated to carry out this chapter such sums as may be necessary for each of the fiscal years 1995 through 1997.

(b) Availability Amounts appropriated under subsection
(a) must remain available until expended.

Amounts appropriated under subsection (a) shall remain available until expended.
