31 U.S.C. § 6102 — Program information requirements

(a) The Director must collect and review information about domestic assistance programs and give it to the Administrator. For each program it must include: (1) its title, authorizing law, administering office, and Director-assigned identifying number; (2) descriptions of the program, objectives, financed activities, eligibility, assistance types, uses and restrictions, core-based statistical-area delineations used for prime-recipient and subrecipient eligibility or distribution of services, benefits, or funds, and recipient duties; (3) every eligibility or distribution formula, stated in the authorizing law, Federal rule, or a mathematical statement derived from them; (4) all data and statistical estimates used for each formula and their sources; (5) financial information, including current-year appropriations or, if unavailable, presidential requests and amounts obligated, plus average prior awards; (6) information contacts, including administering, regional, and local offices and addresses and telephone numbers; and (7) a general description of application requirements and procedures and, as far as practical, an estimate of processing time. (b) At the Director’s request, an agency must provide current information about all its domestic assistance programs. The Director must ensure the Administrator regularly incorporates all relevant information received. (c) The Administrator (1) must make chapter information and catalogs available to the public at reasonable prices; (2) may create services helping State and local governments find and obtain assistance; (3) must regularly update the computerized information and ensure printed catalogs and supplements have the most current available data when printed; and (4) must annually send the information compiled under subsection (a)(3) and (4) to the House Committee on Government Operations and Senate Committee on Governmental Affairs.
