This section directs the Secretary to study water and related land resources in five United States jurisdictions with local and federal cooperation. Each study has a total cost of $2 million and must address listed development, protection, environmental, and resource needs.

(a) The Secretary must make studies, working with the Secretary of the Interior and the governments of the Virgin Islands, Guam, American Samoa, the Trust Territory of the Pacific Islands, and the Commonwealth of the Northern Mariana Islands. The studies must provide plans for developing, using, and conserving the water and related land resources of each jurisdiction. The total cost is $2,000,000 for each of the five studies.

The studies must appropriately consider the needs for flood protection; wise use of flood-plain lands; navigation facilities; hydroelectric power; regional water supply and wastewater-management facilities and systems; general recreation facilities; improving and controlling water quality; improving and conserving fish and wildlife; and other measures for improving the environment and developing economic and human resources.

The studies must be compatible with comprehensive development plans made by local planning agencies and other interested federal agencies. Any money provided for a study for one of these jurisdictions that is not needed for that study may be used by the Secretary to build authorized water-resources projects in that jurisdiction and to carry out the study’s findings, with the appropriate cost sharing provided for in this Act.
