Congress declares that cities and towns on harbors or navigable waterways need water terminals. At least one public terminal should be built, owned, and regulated by the municipality or another state public agency and open equally to everyone.
Congress declares that water terminals are essential in every city and town located on a harbor or navigable waterway. At least one public terminal should exist there. A municipality or another public agency of the State should construct, own, and regulate it, and it should be open to everyone on equal terms. The Secretary of the Army, through the Chief of Engineers, must publicize this provision as fully as practicable.
It is declared to be the policy of the Congress that water terminals are essential at all cities and towns located upon harbors or navigable waterways and that at least one public terminal should exist, constructed, owned, and regulated by the municipality or other public agency of the State and open to the use of all on equal terms. The Secretary of the Army, through the Chief of Engineers, shall give full publicity, as far as may be practicable, to this provision.
