The Secretary of the Army may include foundations, sluices, and other works in navigation-improvement dams when the Chief of Engineers recommends them. The purpose is to allow economical future development of the dam’s water power.
To make future water-power development economical, the Secretary of the Army may, in the Secretary’s discretion and on the Chief of Engineers’ recommendation, include in the permanent parts of any dam Congress has authorized for navigation improvement the foundations, sluices, and other works considered desirable for future water-power development.
In order to make possible the economical future development of water power, the Secretary of the Army, upon recommendation of the Chief of Engineers, is authorized, in his discretion, to provide in the permanent parts of any dam authorized at any time by Congress for the improvement of navigation such foundations, sluices, and other works, as may be considered desirable for the future development of its water power.
