in plain englishAI-generated · not legal advice

The Mississippi River Commission carries out the authorized project under the Secretary’s direction and the Chief of Engineers’ supervision. The section also describes inspection duties, the commission president’s status, and salary deductions.

The Mississippi River Commission must carry out this project under the Secretary of the Army’s direction and the Chief of Engineers’ supervision, subject to sections 702a, 702b–702d, 702e–702g, 702h, 702i, 702j, 702k, 702l, 702m, and 704. It must perform the functions, through the agencies, that the Secretary and Chief designate after consulting with the commission president. In all other respects, the existing laws governing the commission’s structure and activities remain unchanged. The commission must make inspection trips often enough and long enough to learn firsthand about flood-control conditions and problems in its area. During those trips, people affected by or interested in those problems must have ample opportunity to be heard and offer suggestions. The commission president is its executive officer. The president must have the qualifications that the law required on May 15, 1928, for the Assistant Chief of Engineers, hold the title brigadier general, Corps of Engineers, and receive the rank, pay, and allowances of a brigadier general while actually assigned to that duty. The person holding the office on May 15, 1928, could be appointed a retired brigadier general of the Army and could serve as president if the President recalled that person to active service under existing law. The official salary of any Army officer or other Government officer appointed or employed under the listed sections must be deducted from the salary or compensation provided by, or fixed under, those sections.
