This law creates a Violent Crime Reduction Trust Fund in the Treasury. Set dollar amounts move into it each year from 1995 through 2000. Money in the Fund can only pay for purposes this Act allows.

(a) Creating the Fund. This section creates a separate Treasury account called the Violent Crime Reduction Trust Fund. Savings from carrying out section 5 of the Federal Workforce Restructuring Act of 1994 go into it, following (b).

(b) Moving money into the Fund. On the first day of each listed fiscal year (or as soon as possible after that, for 1995), these amounts move from the general fund into the Fund: (1) $2,423,000,000 for 1995; (2) $4,287,000,000 for 1996; (3) $5,000,000,000 for 1997; (4) $5,500,000,000 for 1998; (5) $6,500,000,000 for 1999; and (6) $6,500,000,000 for 2000.

(c) Spending from the Fund.
(1) Money in the Fund can only be spent on purposes this Act authorizes, and on expenses that earlier laws specifically said could be paid from the Fund.
(2) Spending and outlays under (1) don't count under most federal budget-enforcement rules — with a narrow exception for section 251A of the Balanced Budget and Emergency Deficit Control Act — or under section 665d(b) of title 2. New budget authority and outlays under (1) that show up in budget resolutions also don't count for certain other budget-tracking rules in title 2, or for section 24 of a specific 1994 House budget resolution.
