This section preserves Congress’s right to amend or repeal the law. It does not limit that power.
(a) General.— Congress reserves the right to amend or repeal the provisions of part B of this subtitle. (b) Nonapplication.— Subsection (a) of this section does not apply to chapters 213, 407, 801, 1403, 1503 (except section 150302(b)), 1513, 1517, 1531, and 1539 of this title.
