36 U.S.C. § 109 — Father’s Day

(a) Designation. The third Sunday in June is Father's Day. (b) Proclamation. The President is requested to issue a proclamation each year that does three things: (1) calls on U.S. government officials to fly the American flag on all government buildings on Father's Day; (2) invites state and local governments, and the people of the United States, to observe Father's Day with appropriate ceremonies; and (3) urges people across the United States to express, publicly and privately, the lasting love and gratitude they feel for their fathers. Note that this is a request to the President, not a command — the statute says the President "is requested," not required, to issue this proclamation each year.
