The President is asked to proclaim Constitution Week each year, not required to. The proclamation should name September 17 through 23 as Constitution Week. It should invite people to observe it with ceremonies in schools and churches.
This section asks — but does not require — the President to issue a yearly proclamation about Constitution Week. The requested proclamation should: (1) designate September 17 through September 23 as Constitution Week; and (2) invite the American people to observe Constitution Week — in schools, churches, and other suitable places — with fitting ceremonies and activities.
The President is requested to issue each year a proclamation—
designating September 17 through September 23 as Constitution Week; and
inviting the people of the United States to observe Constitution Week, in schools, churches, and other suitable places, with appropriate ceremonies and activities.
