36 U.S.C. § 108 — Constitution Week

The President is asked to proclaim Constitution Week each year, not required to. The proclamation should name September 17 through 23 as Constitution Week. It should invite people to observe it with ceremonies in schools and churches.
The President is requested to issue each year a proclamation—
designating September 17 through September 23 as Constitution Week; and
inviting the people of the United States to observe Constitution Week, in schools, churches, and other suitable places, with appropriate ceremonies and activities.
