At the United States Government’s request, the corporation must study and report on any government subject. The Government must pay the actual expenses from available appropriations.
At the request of the United States Government, the corporation must investigate, examine, experiment, and report on any subject of government. The Government must pay the actual expenses of that work and report from appropriations available for that purpose.
