36 U.S.C. § 90102 — Purposes

(a) In General. The foundation's purposes are to: (1) get secondary school students (including those schooled at home) across the United States to take part in elections, in a nonpartisan way, as poll workers or assistants — to the extent state law allows; (2) place secondary school students (including those schooled at home) as nonpartisan poll workers or assistants for local election officials at precinct polling places nationwide — to the extent state law allows; and (3) build cooperative efforts with state and local election officials, local school districts, secondary school superintendents and principals (public and private), and other tax-exempt nonprofit charitable and educational groups, to further the foundation's purposes. (b) Requiring Activities To Be Carried Out on Nonpartisan Basis. The foundation must carry out its purposes without partisan bias, and without pushing any particular view on any issue. It must make sure every participant in its activities is treated in a balanced way that reflects no partisan bias. (c) Consultation With State Election Officials. The foundation must carry out its purposes under this section by consulting with the top election officials of the states, DC, Puerto Rico, Guam, American Samoa, and the U.S. Virgin Islands.
