The Secretary must run a grant-funded program that helps formerly homeless veterans keep permanent housing and helps veterans at risk of homelessness. The program provides case management, including help finding government resources, and requires reports from grant recipients.

(a) Program required.—The Secretary must run a program that provides case-management services. The services must help veterans who were homeless and are moving into permanent housing keep that housing, and help veterans who are at risk of becoming homeless.

(b) Services.—The services must include help for those veterans in subsection (a) to find and use resources from the Federal Government and State, local, and Tribal governments.

(c) Staffing.—In an area where people with the required licenses and certifications are in high demand, as the Secretary determines, the services may be provided by one or more people with master’s degrees in social work who are training to meet those requirements. Those people must be supervised by someone who meets the requirements.

(d) Grants.—(1) The Secretary must run the program by awarding grants.

(2)(A) When awarding grants, the Secretary must give priority to organizations that show they can provide the case-management services described in subsection (a). This especially includes organizations that are successfully providing, or have successfully provided, transitional housing services with money from the Secretary under sections 2012 and 2061 of this title.

(B) Within that priority, the Secretary must give extra priority to an organization that—(i) voluntarily stops receiving money under sections 2012 and 2061 of this title; and (ii) changes a facility used for transitional housing into a facility used for permanent housing that meets the housing-quality standards established under section 8(o)(8)(B) of the United States Housing Act of 1937 (42 U.S.C. 1437f(o)(8)(B)).

(C) If a facility for which a person received a construction, rehabilitation, or acquisition grant under section 2011 of this title is changed as described in subparagraph (B)(ii), the change is treated as having been made because of the Department’s needs. The person is not treated as violating the grant because of that change.

(3) The Secretary must require every grant recipient to submit a report describing the services provided or coordinated with the grant money.
