38 U.S.C. § 3734 — Annual submission of information on the Veterans Housing Benefit Program Fund and housing programs

(a) In the detailed Department of Veterans Affairs budget documents that the Secretary submits to Congress with the President's budget for each fiscal year under section 1105 of title 31, the Secretary must include (1) a description of the Veterans Housing Benefit Program Fund's operations during the preceding fiscal year and (2) the Fund's appropriation needs, if any, for the submission fiscal year and the fiscal year covered by the budget. (b) The submission must include for the Fund: (1) operating information and financial data for the prior fiscal year and estimates and related information for the submission year and following year; (2) estimated revenue for the prior, submission, and following years from (A) fees under section 3729(a) for each category of loan guaranteed, insured, or made under this chapter and fees under section 3729(b) for assumed loans, (B) investment income, (C) sales of foreclosed property, (D) loan-asset sales, and (E) every additional revenue source; and (3) for each year, information about actual and expected ways of disposing of defaults, including the Fund's cost and the number of each type. (c) The information must include a simple, concise, readily understandable statement summarizing the financial activity of each housing program under this chapter. It may not refer to financing, liquidating, or program accounts.
