38 U.S.C. § 313 — Availability of appropriations

Money given to the VA can stay available until it's spent, with no yearly deadline. The VA can't use that money to settle a construction contract dispute over $1,000,000 unless an outside audit checks it. The settlement must also be specifically allowed in an appropriations law.
Funds appropriated to the Department* may remain available until expended.
Funds appropriated to the Department may not be used for a settlement of more than $1,000,000 on a construction contract unless—
the settlement is audited by an entity outside the Department for reasonableness and appropriateness of expenditures; and
the settlement is provided for specifically in an appropriation law.
