38 U.S.C. § 7810 — Exemption from personnel ceilings

People employed by the Service and paid from the revolving fund established by section 7804 of this title are not treated as Department employees for personnel ceilings that the President or an executive-branch official may otherwise apply to Department employees.
People employed by the Service and paid from the revolving fund established by section 7804 of this title may not be treated as Department* employees for purposes of a personnel ceiling that the President or an executive-branch official may otherwise apply to Department employees.
Persons who are employed by the Service and compensated from the revolving fund established by section 7804 of this title may not be considered to be employees of the Department* for the purposes of any personnel ceiling which may otherwise be applied to employees of the Department by the President or an official of the executive branch.
