Medical schools affiliated with the VA can apply for grants to improve their programs. The Secretary can only approve applications that meet several conditions, like matching funds and proper financial controls.

(a) Any medical school that is affiliated with the Department under an agreement made under this title can apply to the Secretary for a grant under this subchapter. The grant helps the school partly cover the cost of projects and programs, carried out through the Department medical facility it's affiliated with, that further the purposes of this subchapter. However, no grant can pay for constructing a building unless that building will sit on land under the Secretary's jurisdiction. The application must include whatever detailed information the Secretary decides is necessary and appropriate.

(b) The Secretary can only approve a grant application after determining four things. (1) The proposed projects and programs will make a real, significant contribution to improving the school's medical education program, including continuing education. (2) The application gives adequate assurance that the federal grant money will be supplemented by funds or other resources from other sources, whether public or private. (3) The application lays out fiscal control and accounting procedures strong enough to make sure federal funds are properly disbursed and accounted for. (4) The application commits the school to making whatever reports the Secretary requires, in whatever form and detail the Secretary requires, and to keeping records and allowing access to them so the Secretary can verify those reports.
