39 U.S.C. § 2604 — Delivery of stolen money to owner

This section lets the Postal Service return stolen money or property from the mails to the person it finds is the rightful owner.
If the Postal Service is satisfied that money or property in its possession was stolen from the mails, or is the proceeds of such property, it may deliver the money or property to the person it finds is the rightful owner.
When the Postal Service is satisfied that money or property in the possession of the Postal Service represents money or property stolen from the mails, or the proceeds thereof, it may deliver it to the person it finds to be the rightful owner.
