(a) Each owner of a publication with periodical-publication mail privileges must furnish information to the Postal Service at least once a year. Each publication must publish the information in that publication once a year. The information must be in the form and detail, and provided at the time, that the Postal Service requires, and must concern— (1) the identities of the editor, managing editor, publishers, and owners; (2) the identity of the corporation and its stockholders, if a corporation owns the publication; (3) the identities of known bondholders, mortgagees, and other security holders; (4) the extent and nature of the publication’s circulation, including the number of copies distributed, the methods of distribution, and the extent to which the circulation is paid for in whole or in part; and (5) any other information the Postal Service considers necessary to determine whether the publication meets the standards for periodical-publication mail privileges. The Postal Service must not require the names of people who own less than 1 percent of the total amount of stocks, bonds, mortgages, or other securities. (b) Each publication with those mail privileges must furnish the Postal Service with information in the form and detail, and at the times, that the Postal Service requires to determine whether the publication continues to qualify for those privileges. (c) The Postal Service must make appropriate rules and regulations to carry out this section’s purposes. Those rules must include provisions for suspending or revoking periodical-publication mail privileges when required information is not furnished.
