41 U.S.C. § 1123 — Small business concerns

When developing the Federal Acquisition Regulation and procedures for complying with it, the Administrator must study the effects of revised procurement rules on small businesses. The Administrator must also include simplified procedures for small businesses.
When formulating the Federal Acquisition Regulation and procedures to ensure compliance with it, the Administrator, consulting the Small Business Administration, shall—(1) analyze the effects of revised procurement regulations on small business concerns; and (2) put simplified bidding, contract-performance, and contract-administration procedures for small business concerns into revised procurement regulations.
In formulating the Federal Acquisition Regulation and procedures to ensure compliance with the Regulation, the Administrator, in consultation with the Small Business Administration, shall—
conduct analyses of the impact on small business concerns resulting from revised procurement regulations; and
incorporate into revised procurement regulations simplified bidding, contract performance, and contract administration procedures for small business concerns.
