This section authorizes appropriations for the purposes described in this chapter.
There are authorized to be appropriated to carry out this subchapter $3,000,000 for fiscal year 2010 and such sums as may be necessary for fiscal years 2011. Any amounts appropriated to carry out this subchapter must remain available until expended.
