42 U.S.C. § 12332 — Definitions

As used in this part of the law: (1) Community referral services means help connecting families to community resources, such as health care, mental health care, job training, and other social services. (2) Core services means: (A) education and support to help parents build parenting skills, understand child development, and respond well to their children's behavior; (B) early screening of children to spot needs and identify the right kind of support; (C) outreach services; (D) community referral services; and (E) follow-up services. (3) Follow up services means services that make sure families actually get the help they need and that the help works for them. (4) Independent State body means the group set up under section 12336 of this title. (5) Lead agency means either an existing state agency or another public or nonprofit group that the state's chief executive picks to run local family resource and support programs. This agency must be able to work with other state and community agencies, offer training and technical help, and commit to letting parents help design and run the programs. (6) Other services (also called "other support services") includes: (A) child care and early childhood development programs; (B) job-training and other employability services; (C) education services like tutoring, literacy classes, and GED programs; (D) nutrition education; (E) life-skills training; (F) peer counseling, crisis help, and family violence counseling and referrals; (G) referrals for substance abuse counseling and treatment; and (H) referrals for basic health and mental health care. (7) Outreach services means efforts, like home visits or other methods, that make sure parents know about and can join family resource and support program activities.
