42 U.S.C. § 12333 — Establishment of programs

(1) State grants for planning and services. The Commissioner must give grants to every state, under section 12337 to improve state planning and coordination of services, and under section 12338 to expand supportive services. The goal is to make sure children, youth, and families can get services that are developmental, preventive, and remedial, aimed at: (A) safe physical shelter, whether at home or, if needed, in out-of-home programs; (B) high-quality physical and mental health care; (C) helping children develop so they are ready to learn when they start school; (D) top-quality educational opportunities; (E) training and apprenticeships that improve job chances; (F) chances for community service and jobs, and for children and youth to take part in decisions that affect their own lives; and (G) a wide range of civic, cultural, and recreational activities that treat young people as valuable and build self-esteem and community connection. (2) Competitive grants for family resource programs. The Commissioner also gives grants to states on a competitive basis, under section 12339, to set up family resource programs, including family support centers, through community-based services that: (A) build family and parenting skills; (B) help families use both formal and informal family support services; (C) create support networks that reinforce good parenting; and (D) work closely with, but do not repeat, other community resources.
