The Conference's proposed report, a national policy statement with recommendations, had to be published and sent to state officials within 180 days after the Conference ended, and made public right away. States then had 180 days to respond, and the Secretary had another 180 days to prepare a final report combining the Conference's recommendations, state responses, and the Secretary's own suggestions, before sending it to the President and Congress.
(a) Proposed report. A proposed report, including a comprehensive national policy statement on children, youth*, and families, along with recommendations to carry it out, had to be published and sent to state* chief executives no later than 180 days after the Conference* ended. The findings and recommendations in this proposed report had to be made public right away.
(b) Response to proposed report. After reviewing the proposed report and gathering their own recommendations and comments, state chief executives had to send the Secretary* their views and findings on the Conference's recommendations, no later than 180 days after receiving the report.
(c) Final report. No later than 180 days after the states sent in their views, the Secretary had to: (1) prepare a final report including a statement of the Conference's policy and recommendations, the states' views and comments, and the Secretary's own recommendations for administrative and legislative action (after considering the states' input); and (2) publish and send that report to the President and to the chairs of the House Committee on Education and Labor and the Senate Committee on Labor and Human Resources.
A proposed report of the Conference* which shall include a statement of comprehensive coherent national policy on children, youth*, and families together with recommendations for the implementation of such policy, shall be published and submitted to the chief executive officers of the States not later than 180 days following the date on which the Conference is adjourned. The findings and recommendations included in the published proposed report shall be available immediately to the public.
The chief executive officers of the States, after reviewing and soliciting recommendations and comments on the proposed report of the Conference, shall submit to the Secretary*, not later than 180 days after receiving such report, their views and findings on the recommendations of the Conference.
Not later than 180 days after submission of the views and comments of the chief executive officers of the States, the Secretary shall—
prepare a final report on the conference, which shall include—
a statement of the policy and recommendations of the Conference;
the views and comments of the chief executive officers of the States; and
the recommendations of the Secretary, after taking into consideration the views and comments of such officers, for administrative and legislative action necessary to implement the recommendations of the Conference; and
publish and transmit such report to the President and the chairman of the Committee on Education and Labor of the House of Representatives and chairman of the Committee on Labor and Human Resources of the Senate.
