42 U.S.C. § 12615 — National Civilian Community Corps

(a) Director. Once the Program is set up, the Director appointed under section 12619(c)(1) leads the National Civilian Community Corps. (b) Membership. (1) People selected to be part of either program component become Corps members. (2) The Director, or someone the Director picks, selects who joins the Corps. (3) To join, a person applies to the Director, or another office the Director names, in whatever way and with whatever information the Director requires — at minimum, the applicant's work experience and enough information to decide if joining is appropriate. (4) Team leaders. (A) The Director may pick people with prior supervisory or service experience to lead teams within Corps units. They don't have to meet the age limit in section 12613(b). (B) A team leader gets the same rights and benefits as other Corps members, except the Director may raise their living allowance under section 12618(b) by up to 10 percent more than others get. (c) Units. (1) The Corps is divided into permanent units, and each member is assigned to one. (2) Each unit's leader comes from the permanent cadre set up under section 12619(c)(2), and stays with the unit through its members' whole term of service. (d) Campuses. (1) Units are grouped into campuses for operations, support, and housing. Each unit's campus is the facility or central location that serves as its headquarters and place to live. Members may live on campus. (2) Each campus has a campus director, who heads that campus. (3) A campus must be cost-effective, and after a feasibility study, may be located at a facility described in section 12622(c). (e) Spreading units out. The Director must make sure units and campuses are cost-effective and spread across urban and rural areas, so each region's unit can respond quickly to disasters and emergencies there. (f) Conduct rules. (1) Each campus director must set and enforce conduct standards to keep proper moral and disciplinary order on campus. (2) Following procedures the Director sets, a campus director may: (A) transfer a member to another unit or campus if keeping them there would hurt enforcement of the standards or reduce opportunities for other members; or (B) dismiss a member from the Corps for the same reasons. (3) A member can appeal a transfer or dismissal decision to the Director, following the Director's procedures. The Director must handle appeals quickly.
