42 U.S.C. § 12645c — Limitation on program grant costs

(a) Except as this section provides, Corporation^*-approved funds for operating a covered program and supporting people in approved positions may not exceed $18,000 per full-time-equivalent position. (b) This limit, and the increased limit in (e)(1), applies to the Corporation’s share of member-support, staff, and other operating costs incurred by the grant recipient. (c) It does not apply to operating expenses not included in the program’s grant award. (d) The amounts in (a) and (e)(1) must be adjusted each year after 2008 for inflation using the Consumer Price Index for All Urban Consumers published by the Labor Secretary^*. (e)(1) The CEO may raise the limit to no more than $19,500 per full-time-equivalent position when needed for a particular program’s compelling needs, including exceptional training for disadvantaged youth^*, increased disability-participation costs, tribal or territorial program needs, or first-time-recipient start-up costs. (2) Each year the CEO must report every increase to the authorizing committees^* and explain the compelling need.
