This section funds Domestic Volunteer Service Programs operating expenses at $316,550,000 total. It sets aside $3,500,000 to start the VISTA Advance Payments Revolving Fund. The Corporation can add up to 10% more funding if needed and must report on the Fund yearly.

It sets the funding level for "Corporation* for National and Community Service, Domestic Volunteer Service Programs, Operating Expenses" at $316,550,000.
Of that amount, $3,500,000 is set aside to create the VISTA Advance Payments Revolving Fund in the Treasury. This Fund helps carry out Title I of the Domestic Volunteer Service Act of 1973. Besides the $3,500,000, the Fund also receives reimbursements collected from eligible public agencies and private nonprofit organizations under cost-share agreements. The Fund stays available until it is all spent, and the Corporation uses it to make advance payments under Title I.
The Chief Executive Officer of the Corporation may transfer up to 10% of the funds appropriated for Title I into the Fund, but only if the CEO decides the Fund does not have enough money to cover its expenses.
Each year, the Corporation must give detailed information about the Fund's activities and financial status from the past year. This information goes into the Corporation's annual budget request to the House and Senate Appropriations Committees.
Notwithstanding section 101,1 the level for “Corporation* for National and Community Service, Domestic Volunteer Service Programs, Operating Expenses” shall be $316,550,000, of which $3,500,000 shall be for establishment in the Treasury of a VISTA Advance Payments Revolving Fund (in this section referred to as the “Fund”) for the Corporation for National and Community Service which, in addition to reimbursements collected from eligible public agencies and private nonprofit organizations pursuant to cost-share agreements, shall be available until expended to make advance payments in furtherance of title I of the Domestic Volunteer Service Act of 1973 [42 U.S.C. 4951 et seq.]: Provided, That up to 10 percent of funds appropriated to carry out title I of such Act may be transferred to the Fund if the Chief Executive Officer of the Corporation for National and Community Service determines that the amounts in the Fund are not sufficient to cover expenses of the Fund: Provided further, That the Corporation for National and Community Service shall provide detailed information on the activities and financial status of the Fund during the preceding fiscal year in the annual congressional budget justifications to the Committees on Appropriations of the House of Representatives and the Senate.
