At least half the cost of each project must come from non-federal sources, like cash or equipment. The Secretary can lower that share to manage technological risk or meet program goals.
(a) Requirement: The Secretary* must require that at least 50 percent of the costs directly tied to any project* under this part come from non-federal sources. This share can take the form of cash, personnel, services, equipment, or other resources.
(b) Reduction: The Secretary may lower how much non-federal sources must contribute, if the Secretary decides that's necessary and appropriate, considering (1) the technological risks involved in the project, and (2) what it takes to meet this part's goals.
The Secretary* shall require at least 50 percent of the costs directly and specifically related to any project* under this part to be from non-Federal sources. Such share may be in the form of cash, personnel, services, equipment, and other resources.
The Secretary may reduce the amount of costs required to be provided by non-Federal sources under subsection (a) if the Secretary determines that the reduction is necessary and appropriate—
considering the technological risks involved in the project; and
in order to meet the objectives of this part.
