This section authorizes payments into the Federal Hospital Insurance Trust Fund to account for certain qualified railroad retirement beneficiaries, related administrative costs, and lost interest. The payments are meant to leave the Trust Fund in the position it would have occupied if those individuals had not received Part A benefits.

Amounts may be appropriated from time to time to the Federal Hospital Insurance Trust Fund established by section 1395i of this title, in amounts the Secretary considers necessary for a fiscal year, for: (1) Part A payments for individuals who are qualified railroad retirement beneficiaries and who would not be entitled to the relevant monthly insurance benefits even if post-December 31, 1936 railroad employment were counted as "employment" under this chapter; (2) additional administrative costs resulting or expected to result from those payments; and (3) interest the Trust Fund loses because of those payments. The purpose is to put the Trust Fund at the end of the fiscal year in the same position it would have been in if those individuals had not been entitled to Part A benefits. This section does not define "qualified railroad retirement beneficiary," "employment," or "administrative expenses."
