42 U.S.C. § 16025 — Project timelines and authorization of appropriations

(a) Target date to complete the first project phase: By September 30, 2011, the Secretary must (1) select the high-temperature hydrogen production technology and the prototype plant's initial design, or (2) send Congress a report setting a different target date. (b) Design competition for second project phase: (1) Through Idaho National Laboratory, the Secretary must fund up to 4 teams, for up to 2 years, to develop detailed competing proposals for the prototype reactor's final design, then pick one. (2) The Secretary may have the lead industrial partner of the winning design manage the systems integration for final design and construction. (c) Target date to complete project construction: By September 30, 2021, the Secretary must (1) finish building and start running the prototype reactor and its energy or hydrogen facilities, or (2) send Congress a report setting a different target date. (d) Authorization of appropriations: Congress may appropriate, for research and construction under this part (including transfers to the Commission for section 16024 work), (1) $1,250,000,000 for fiscal years 2006 through 2015, and (2) whatever sums are needed for each fiscal year from 2016 through 2021.
