This section says the Act does not cancel or reduce any other law. It especially protects energy and environmental laws and regulations. Any exception must be spelled out clearly in the Act itself.
This section protects other laws from being overridden by this Act. Unless the Act — or an amendment made by the Act — clearly says otherwise, nothing in it replaces, limits, or excuses a violation of any other law or regulation. This protection specifically covers energy and environmental laws and regulations. In other words, this Act adds new rules without erasing old ones, except where it explicitly says it does.
Except to the extent expressly provided in this Act or an amendment made by this Act, nothing in this Act or an amendment made by this Act supersedes, limits the authority provided or responsibility conferred by, or authorizes any violation of any provision of law (including a regulation), including any energy or environmental law or regulation.
