42 U.S.C. § 17034 — Cellulosic ethanol and biofuels research

(a) Definition of eligible entity. "Eligible entity" means: (1) an 1890 Institution (a group of historically Black land-grant colleges, defined in section 7601 of title 7); (2) a "part B institution" — commonly called a Historically Black College or University (defined in section 1061 of title 20); (3) a tribal college or university (defined in section 1059c(b) of title 20); or (4) a Hispanic-serving institution (defined in section 1101a(a) of title 20). (b) Grants. The Secretary must give cellulosic ethanol and biofuels research and development grants to 10 eligible entities, chosen through a competitive process with expert peer review. (c) Collaboration. Any eligible entity that gets a grant under (b) must collaborate with one of the Department's Bioenergy Research Centers of the Office of Science. (d) Authorization of appropriations. Congress authorized $50,000,000 for fiscal year 2008 for the grants described in (b), to stay available until it is fully spent.
