This section authorizes $20,000,000 to be appropriated for each fiscal year 2009–2013. The Foundation may allocate or transfer available funds to Federal agencies for authorized purposes, but must notify Congress at least 15 days beforehand.
(a) Appropriations. $20,000,000 is authorized for each fiscal year 2009 through 2013 to carry out this part. (b) Allocation. (1) The Foundation* may allocate or transfer available funds to any United States Government agency. The agency may obligate and spend them only for the authorized purposes, using authority in this part or authority governing that agency’s activities. (2) The Foundation must notify the appropriate congressional committees* at least 15 days before an allocation or transfer.
To carry out this part, there are authorized to be appropriated $20,000,000 for each of the fiscal years 2009 through 2013.
The Foundation* may allocate or transfer to any agency of the United States Government any of the funds available for carrying out this part. Such funds shall be available for obligation and expenditure for the purposes for which the funds were authorized, in accordance with authority granted in this part or under authority governing the activities of the United States Government agency to which such funds are allocated or transferred.
The Foundation shall notify the appropriate congressional committees* not less than 15 days prior to an allocation or transfer of funds pursuant to paragraph (1).
