NASA must run a program to get Kennedy Space Center ready to process and launch the new rocket. The program should improve the center's operations, cut long-term costs, and support multiple types of vehicles. NASA must also report to Congress within 120 days on how it will carry this out.

(a) In general. The Administrator must run a program mainly aimed at preparing Kennedy Space Center's infrastructure so it can process and launch the Space Launch System. Vehicle interfaces and other ground-processing and payload areas should be made simpler, to cut costs and improve safety.

(b) Elements. The program must include three things. Investments to improve civil and national security operations at Kennedy Space Center, boost the center's overall abilities, and lower the long-term cost of operations and maintenance. Steps to support multiple types of vehicles, improve payload processing, and build partnerships at the center. And any other measures the Administrator finds appropriate, including investments to improve launch infrastructure at NASA facilities that launch cargo to the ISS under the commercial orbital transportation services program.

(c) Report on NASA launch support and infrastructure modernization program. NASA must report on this program. Within 120 days after October 11, 2010, the Administrator must send Congress's appropriate committees a report on the plan to carry out this program. The report must include a description of the ground infrastructure plan tied to the new rocket and other potential ground investments at NASA centers; a description of proposed joint projects with Cape Canaveral Air Force Station or other government installations; and a description of plans to use money authorized by this chapter to improve non-NASA facilities, including a business plan showing the scope of investment planned by other parties.
