Within 90 days, or once initial designs for the new rocket and crew vehicle are done — whichever comes first — NASA must give Congress a detailed report. The report must explain the design choices, justify any changes from what the law requires, and lay out the schedule. NASA must update this report every year in its budget request.
Within 90 days after October 11, 2010, or when reference designs for the Space Launch System* and Multi-purpose Crew Vehicle are finished, whichever happens first, the Administrator* must give the appropriate congressional committees a detailed report. The report must describe the reference vehicle design; the assumptions, data, and analysis behind the design trade-offs and how they were resolved; why each trade-off decision was made; the design choices that meet the system and vehicle requirements set by this chapter; an explanation and justification for any way the design departs from those requirements; the plan for using existing contracts and the civil service and contractor workforce; how supporting infrastructure will be used and changed; the procurement strategy to speed up development by modifying existing contracts; and the schedule of design and development milestones leading to the goals this chapter sets. The Administrator must update this report as part of the President's yearly budget request.
Within 90 days after October 11, 2010, or upon completion of reference designs for the Space Launch System* and Multi-purpose Crew Vehicle authorized by this chapter, whichever occurs first, the Administrator* shall provide a detailed report to the appropriate committees of Congress* that provides an overall description of the reference vehicle design, the assumptions, description, data, and analysis of the systems trades and resolution process, justification of trade decisions, the design factors which implement the essential system and vehicle capability requirements established by this chapter, the explanation and justification of any deviations from those requirements, the plan for utilization of existing contracts, civil service and contract workforce, supporting infrastructure utilization and modifications, and procurement strategy to expedite development activities through modification of existing contract vehicles, and the schedule of design and development milestones and related schedules leading to the accomplishment of operational goals established by this chapter. The Administrator shall provide an update of this report as part of the President’s annual Budget Request.
