When the Foundation reviews the performance of research centers, the Director must ensure that review-panel members have no conflicts of interest. The Director must also ensure that each center has met the conditions of its award.
In carrying out performance reviews of research centers by the Foundation, the Director* shall take such action as may be necessary, consistent with the merit review process of the Foundation, to ensure that—
members of review panels are free from any conflict of interest; and
the conditions of each award to such centers have been fulfilled.
