42 U.S.C. § 18832 — Energy efficiency materials pilot program

(a) Definitions. (1) Applicant means a nonprofit organization applying for a grant under this section. (2) Energy-efficiency material: (A) means any product, equipment, or system that, once installed, cuts a nonprofit's energy or fuel use. (B) This includes: (i) a roof or lighting system or its parts; (ii) a window; (iii) a door, including a security door; and (iv) an HVAC system or its parts, including related insulation, wiring, and plumbing needed for the upgrade. (3) Nonprofit building means a building owned and run by a 501(c)(3) tax-exempt organization. (b) Establishment. Within 1 year after November 15, 2021, the Secretary must start a pilot program awarding grants to give nonprofit buildings energy-efficiency materials. (c) Grants. (1) The Secretary may award grants under this program. (2) A nonprofit can get one by submitting an application in the form and with the information the Secretary requires. (3) The Secretary decides who gets a grant using performance-based criteria that prioritize: (A) how much energy the project would save; (B) how cost-effective the materials are; (C) whether there's a solid plan to measure and verify the savings; and (D) how much financial need the applicant has. (4) No single grant can exceed $200,000. (d) Authorization of appropriations. Congress authorized $50,000,000 total for fiscal years 2022 through 2026, available until spent.
