Congress believes access to zero-gravity environments is key to competing with rivals like China. The Foundation must help its grant recipients use microgravity, including private space platforms. Within 180 days, the Director must report to Congress on this plan.
(a) Sense of Congress. Congress states its view that using space technology and the microgravity environment for science, engineering, and technology development is critical for staying competitive over the long run with rivals like China.
(b) Policy. When it fits within an award period, the Foundation must help its award recipients get access to the microgravity environment — including through private-sector platforms — to develop science, engineering, and technology related to their award.
(c) Report. Within 180 days of August 9, 2022, the Director* must give the relevant congressional committees a report on the Foundation's plan for helping award recipients access the microgravity environment.
It is the sense of Congress that space technology and the utilization of the microgravity environment for science, engineering, and technology development is critical to long-term competitiveness with near-peer competitors, including China.
To the extent appropriate during an award period, the Foundation shall facilitate access by recipients of Foundation awards to the microgravity environment, including in private sector platforms, for the development of science, engineering, and technology relevant to the award.
Not later than 180 days after August 9, 2022, the Director* shall provide to the appropriate committees of Congress a report on the Foundation’s plan for facilitating awardee access to the microgravity environment.
