42 U.S.C. § 238p — Recommendations and guidelines regarding automated external defibrillators for Federal buildings

(a) Guidelines on placement: The Secretary must establish guidelines for placing automated external defibrillator devices in federal buildings. The guidelines must consider how much lay people might use the devices, the typical number of employees and visitors, the extent of security needs, special conditions like high electrical voltage or extreme heat or cold, and any other factor the Secretary finds appropriate. (b) Related recommendations: The Secretary must publish, in the Federal Register, recommendations on properly implementing that placement, covering: (1) training courses for using the devices, including the role of cardiopulmonary resuscitation; (2) properly maintaining and testing the devices; (3) coordinating with licensed professionals who oversee that training; and (4) coordinating with local emergency medical systems regarding placement and use of the devices. (c) Consultations; consideration of certain recommendations: The Secretary must consult with appropriate public and private groups, consider recommendations from national and local public-health organizations for improving survival rates after cardiac arrest outside hospitals, and consult with other federal agencies where these devices will be used. (d) Date certain for establishing guidelines and recommendations: The Secretary had to comply with this section within 180 days of November 13, 2000. (e) Definitions: "Automated external defibrillator device" has the meaning given in section 238q of this title. "Federal building" includes a building or part of a building that a federal agency leases or rents, and includes buildings on U.S. military installations.
