This section creates a management fund for the Bureau of State Services, to handle costs shared across multiple funding sources. The Secretary can move money into the fund each year, but only for that same fiscal year, and adjustments are made later to match actual costs.
This section sets up a special fund to handle shared costs.
The Bureau of State* Services runs some operations that are paid for by two or more separate appropriations, where it's hard to say exactly which appropriation should pay for what. To handle this, the law creates the Bureau of State Services management fund.
Each year, the Secretary* can move money into this fund — an amount that reasonably reflects how the estimated costs should be split among the different appropriations involved. That money can then be spent on those costs, following rules the Secretary sets.
Two limits apply. First, money moved into the fund can only be spent in the same fiscal year it was moved in. Second, once the actual costs are known, the Secretary must adjust the amounts, whenever practical, to match what was really spent from each appropriation.
For the purpose of facilitating the economical and efficient conduct of operations in the Bureau of State* Services which are financed by two or more appropriations where the costs of operation are not readily susceptible of distribution as charges to such appropriations, there is established the Bureau of State Services management fund. Such amounts as the Secretary* may determine to represent a reasonable distribution of estimated costs among the various appropriations involved may be advanced each year to this fund and shall be available for expenditure for such costs under such regulations as may be prescribed by the Secretary: Provided, That funds advanced to this fund shall be available only in the fiscal year in which they are advanced: Provided further, That final adjustments of advances in accordance with actual costs shall be effected wherever practicable with the appropriations from which such funds are advanced.
