The Secretary must give grants to dental care providers to test research-based ways of managing tooth decay. Grantees must apply and meet certain eligibility rules. The Secretary uses what they learn to shape other oral health programs.

(a) In general. The Secretary, through the CDC Director, must give demonstration grants to eligible groups. These grants test how well research-based ways of managing tooth decay work. (b) Eligibility. To qualify, a group must: (1) be a community-based dental care provider — such as a federally qualified health center, a state hospital's clinic, a health department, an Indian Health Service dental program, a tribe or tribal organization, an urban Indian organization, a private dental provider, or a school or national group focused on children's oral health; and (2) send the Secretary an application in the form and with the information the Secretary requires. (c) Use of funds. A grantee must use the money to test how well research-based tooth decay management works. (d) Use of information. The Secretary must use what these grantees learn, as much as practical, to plan and run the oral health education campaign and dental health program under section 280k.
