42 U.S.C. § 285c–3 — Interagency coordinating committees

(a) Establishment and purpose. To (1) better coordinate research on diabetes, digestive diseases, and kidney, urologic, and hematologic diseases across all the national research institutes, and (2) coordinate federal health programs on these diseases to keep them adequate and technically sound and to ensure full communication between them, the Secretary must create three committees: a Diabetes Mellitus Interagency Coordinating Committee, a Digestive Diseases Interagency Coordinating Committee, and a Kidney, Urologic, and Hematologic Diseases Coordinating Committee (each called a "Committee"). (b) Membership; chairman; meetings. Each Committee includes the directors of every national research institute and division that researches the relevant diseases, the Institute's Division Director for those diseases, the Department of Veterans Affairs' Under Secretary for Health, and the Assistant Secretary of Defense for Health Affairs (or their designees), plus representatives from every other federal department or agency whose health work relates to those diseases, as the Secretary decides. The Director of NIH (or a designee) chairs each Committee. Each Committee must meet when the chairman calls a meeting, but at least four times a year.
