42 U.S.C. § 290bb–7 — Substance use disorder treatment and early intervention services for children, adolescents, and young adults

(a) In general: The Secretary awards grants, contracts, or cooperative agreements to public and private nonprofits, including Indian tribes, tribal organizations, or Indian Health Service programs, to (1) identify and help children, adolescents, and young adults at risk of substance use disorders; (2) treat substance use disorders in that age group, including when paired with mental illness; and (3) help pregnant and parenting women with substance use disorders get treatment, connect to community resources, and stay in recovery so their children have safe, stable homes and health care. (b) Priority: The Secretary favors applicants who propose to (1) use evidence-based, cost-effective methods; (2) coordinate with other community agencies like schools, juvenile justice, child welfare, and mental health; (3) offer a full range of integrated services, including case management; (4) provide gender-specific, culturally appropriate treatment; (5) involve patients' families; and (6) offer aftercare once treatment ends. (c) Duration of grants: Grants last no more than 5 fiscal years. (d) Application: Entities apply to the Secretary the way the Secretary requires. (e) Evaluation: Recipients must include an evaluation plan in their application, give the Secretary periodic progress updates, and submit a final evaluation when the project is done, as the Secretary decides is appropriate. (f) Authorization of appropriations: Congress authorized $29,605,000 for each fiscal year 2023 through 2027.
