42 U.S.C. § 295d — Health administration traineeships and special projects

(a) In general The Secretary may give grants to (1) state or local governments that run preventive medical and dental public health residency programs, or public or nonprofit institutions — including graduate schools of social work and business schools with health management programs — that offer a program described in subsection (b), to give traineeships to students in that program; and (2) help accredited health administration programs improve their ability to prepare students for jobs at public or nonprofit organizations. (b) Relevant programs The qualifying program is an accredited program in health administration, hospital administration, or health policy analysis and planning — accredited by a body the Secretary of Education approves, and meeting any other quality standards the Secretary of Health and Human Services sets by regulation. (c) Preference in making grants The Secretary favors qualified applicants that meet these conditions: (1) at least 25 percent of the applicant's graduates work full-time in medically underserved communities; (2) the applicant recruits and admits students from medically underserved communities; (3) the applicant has built relationships with public and nonprofit health care providers in its community for student training; and (4) the applicant emphasizes training students for jobs at public or nonprofit organizations. (d) Certain provisions regarding traineeships (1) Use of grant: Traineeships funded here must cover tuition and fees, plus whatever stipends and allowances — including travel, living expenses, and dependency allowances — the Secretary thinks the trainees need. (2) Preference for certain students: Any entity applying for traineeship funding must assure the Secretary it will give priority to students who show they are committed to working for public or nonprofit organizations in the traineeship's field.
