42 U.S.C. § 300cc–40a — Microbicide research

(a) Federal strategic plan: The Director of the Office must (1) speed up carrying out the federal strategic plans required under section 283(a) for researching and developing a microbicide — a product that could prevent HIV transmission — and (2) review that plan and, where it makes sense, revise it so that funding and activities are prioritized based on how scientifically urgent they are and how close they are to being ready for the market. (b) Coordination: While putting the plan into action, reviewing it, and setting its priorities, the Director must consult, as appropriate, with (1) representatives of other federal agencies working on microbicide research, including the Coordinator of United States Government Activities to Combat HIV/AIDS Globally, the Director of the CDC, and the Administrator of the U.S. Agency for International Development; (2) the microbicide research and development community; and (3) health advocates.
