Money from this Act generally can't pay for hypodermic needles or syringes so people can use illegal drugs. The one exception: a needle-exchange demonstration program the Surgeon General decides would reduce drug abuse and infection risk.
None of the funds provided under this Act, or any amendment made by this Act, may be used to give people hypodermic needles or syringes so they can use illegal drugs. There is one exception: this restriction doesn't apply if the Surgeon General* of the Public Health Service* determines that a demonstration needle-exchange program would actually be effective -- both at reducing drug* abuse, and at reducing the public's risk of getting infected with the AIDS virus.
None of the funds provided under this Act or an amendment made by this Act shall be used to provide individuals with hypodermic needles or syringes so that such individuals may use illegal drugs, unless the Surgeon General* of the Public Health Service* determines that a demonstration needle exchange program would be effective in reducing drug* abuse and the risk that the public will become infected with the etiologic agent for acquired immune deficiency syndrome.
