42 U.S.C. § 300hh–10c — National Advisory Committee on Seniors and Disasters

(a) Establishment. The Secretary, working with the Secretaries of Homeland Security and Veterans Affairs, must set up the National Advisory Committee on Seniors and Disasters. (b) Duties. The Advisory Committee must: (1) advise on activities carried out under section 300hh–16; (2) evaluate and give input on seniors' medical and public health needs before, during, and after all-hazards emergencies; and (3) advise on state emergency preparedness activities involving seniors, including drills tied to the preparedness goals in section 300hh–1(b). (c) Additional duties. The Advisory Committee may also advise the Secretary on seniors' issues within medical and public health preparedness grants under this subchapter and subchapter III. (d) Membership. (1) The Secretary appoints no more than 17 members and must make the total number odd. (2) Required members are: (A) the Assistant Secretary for Preparedness and Response; (B) the Director of BARDA; (C) the Director of the CDC; (D) the Commissioner of Food and Drugs; (E) the Director of the NIH; (F) the Administrator of the Centers for Medicare & Medicaid Services; (G) the Administrator of the Administration for Community Living; (H) the Administrator of FEMA; (I) the Under Secretary for Health of the Department of Veterans Affairs; (J) at least 2 non-federal health care professionals with expertise in geriatric disaster planning, preparedness, response, or recovery; (K) at least 2 representatives from state, local, tribal, or territorial agencies with that same expertise; and (L) representatives of other agencies, such as the Department of Energy or the Department of Homeland Security, as the Secretary decides are needed. Federal members or their designees may be non-voting, as the Secretary decides. (e) Meetings. The Advisory Committee must meet at least twice a year, with at least one meeting held in person. (f) Coordination. The Secretary must coordinate this committee's work as required under section 300hh–10e. (g) Sunset. (1) The Advisory Committee ends on December 31, 2026. (2) By October 1, 2022, the Secretary must send Congress a recommendation on whether to extend it.
