42 U.S.C. § 300hh–10d — National Advisory Committee on Individuals With Disabilities and Disasters

(a) Establishment. The Secretary, working with the Secretary of Homeland Security, must set up the National Advisory Committee on Individuals with Disabilities and Disasters. (b) Duties. The Advisory Committee must: (1) advise on activities carried out under section 300hh–16; (2) evaluate and give input on the medical, public health, and accessibility needs of people with disabilities before, during, and after all-hazards emergencies; and (3) advise on state emergency preparedness activities, including drills tied to the preparedness goals in section 300hh–1(b). (c) Membership. (1) The Secretary appoints no more than 17 members and must make the total number odd. (2) Required members are: (A) the Assistant Secretary for Preparedness and Response; (B) the Administrator of the Administration for Community Living; (C) the Director of BARDA; (D) the Director of the CDC; (E) the Commissioner of Food and Drugs; (F) the Director of the NIH; (G) the Administrator of FEMA; (H) the Chair of the National Council on Disability; (I) the Chair of the United States Access Board; (J) the Under Secretary for Health of the Department of Veterans Affairs; (K) at least 2 non-federal health care professionals with expertise in disability accessibility and medical or mass care disaster planning, preparedness, response, or recovery; (L) at least 2 representatives from state, local, tribal, or territorial agencies with expertise in disaster work for people with disabilities; and (M) at least 2 individuals who themselves have a disability and expertise in disaster planning, preparedness, response, or recovery for people with disabilities. Federal members or their designees may be non-voting, as the Secretary decides. (d) Meetings. The Advisory Committee must meet at least twice a year, with at least one meeting held in person. (e) Disability defined. "Disability" has the same meaning it has in section 12102 of this title — this section does not define it itself. (f) Coordination. The Secretary must coordinate this committee's work as required under section 300hh–10e. (g) Sunset. (1) The Advisory Committee ends on December 31, 2026. (2) By October 1, 2022, the Secretary must send Congress a recommendation on whether to extend it.
