This law creates the World Trade Center Health Program Special Fund. Congress put $444,000,000 into it for fiscal year 2024, and that money stays available through fiscal year 2033. The WTC Program Administrator can spend it on any part of this subchapter, without further approval or the usual spending caps. Money still unused by September 30, 2033 goes back to the Treasury.

(a) In general. This section creates the World Trade Center Health Program Special Fund, called the "Special Fund," made up of the money described in subsection (b). (b) Amount. Out of general Treasury money not already committed elsewhere, Congress appropriated $444,000,000 for fiscal year 2024 to put into the Special Fund. That money stays available through fiscal year 2033. (c) Uses of funds. The WTC Program Administrator can spend this money without asking Congress to appropriate it again, and without following the spending limits that normally apply under section 300mm–61(c). The Administrator decides how to use it, for any purpose under this subchapter, including education and outreach (section 300mm–2) and research into certain health conditions (section 300mm–51(c)). (d) Remaining amounts. Any money still unused in the Special Fund on September 30, 2033, goes back into the Treasury as ordinary miscellaneous income.
